It’s not altogether clear what words were exchanged between police officers and two brothers one night in City Heights last July before Luis and Diego Lobaton, as well as their mother, Hedy Julca, ended up in handcuffs.

Police reports after the incident emphasized that one of the brothers was swearing and speaking aggressively to officers while they questioned him under the suspicion that a burglary was under way at the family’s cell phone store.
