Feds Question Family Health Centers’ Financials
The federal government may require Family Health Centers of San Diego to repay $4.5 million in grant money because it didn’t properly document how the money was spent, according to U-T San Diego.

A spokesman for the network of community clinics told the U-T the organization will be able to resolve issues brought up in the audit without having to pay the government back.

Family Health Centers operates two clinics in City Heights: the City Heights Family Health Center and Black Infant Health Program.

Incarceration Rates Down for Blacks, Up for Whites
KPCC reports a new study shows incarceration rates declined 31 percent for African-American women and 10 percent for African-American men between 2000 and 2009. The rates for white women and men jumped 47 percent and 9 percent, respectively. Latinos saw similar increases.

Despite the new trends, African Americans are still six times more likely to be incarcerated than whites.

Oakland ID Cards to Help Undocumented Come Out of the Shadows
NPR reported this week Oakland will soon issue ID cards that will double as debit cards. They’ll be available to any resident who can prove he or she lives in the city, regardless of citizenship status.

According to NPR, undocumented immigrants who lack bank accounts are easy targets for thieves.
